Charter Review: Sneak Preview of Changes

On December 2, 2024, the Richardson City Council appointed eleven members to a Charter Review Commission to review and suggest changes to Richardson's City Charter. I've been presenting my own suggestions (see links at bottom). The Commission held their first meeting Thursday, January 16, 2025. It was an orientation meeting. Nothing much was supposed to happen, and nothing was made of it when it did, but guessing how things will go tells me we got a sneak peek at some big changes that will be coming to Richardson's Charter. I'll get to those eventually, but first some scene setting.

Today's photo-of-the-day is of a white peacock on the grounds of Bodrum Castle in Bodrum, Turkey. The castle was built "by the Knights of St John (Knights Hospitaller) as the Castle of St. Peter or Petronium. A transnational effort, it has four towers known as the English, French, German, and Italian towers, bearing the names of the nations responsible for their construction. The chapel was built around 1407 and the first walls completed in 1437."

Oh, yeah, about that white peacock. "These birds are usually not albino, as they're sometimes called, but rather leucistic, meaning they're born with a genetic condition that strips them—or parts of them—of pigment."

TIL: Ranked-Choice Voting in the Texas House

The Texas House's first order of business of the 2025 term was to elect Dustin Burrows (R-Lubbock) Speaker in a runoff over David Cook (R-Mansfield). Ana-Maria Ramos (D-Richardson) had been eliminated after coming in third in the first round of voting.

That got me thinking about how this election might have played out if the Texas House used ranked-choice voting (my favorite system), sometimes called instant-runoff voting.

Today's photo-of-the-day is from the port town of Bodrum, Turkey. "Known in ancient times as Halicarnassus, the town was once home to the Mausoleum at Halicarnassus, also known as the tomb of Mausolus, one of the Seven Wonders of the Ancient World." Nothing from the tomb remains.

Today, restaurants line the waterfront where tourists dine and old men gather to play backgammon. Playing board games dates back to before the Mausoleum at Halicarnassus. I like to think old men like those in this photo have been gathering here ever since.

Today's photo-of-the-day is from the ruins of Aphrodisias, an ancient Roman city in southwestern Turkey. "Aphrodisias, named after its patron goddess Aphrodite, was founded in the 2nd century B.C. on the site of a rural sanctuary of Aphrodite. In the 1st century B.C., Aphrodisias came under the protection of the first Roman Emperor, Augustus, and this initiated a period of prosperity and growth. A nearby marble quarry supplied the ancient city and sites around the empire such as Hadrian's Villa in Tivoli, with a supply of high-quality white and blue marble."

TIL: The Evolution of Morality...in Politics

In a book review in "The New Yorker" of Hanno Sauer's new book "The Invention of Good and Evil: A World History of Morality", Nikhil Krishnan writes:

It was five million years ago, Sauer tells us, that creatures rather like ourselves, having only just evolved from some now extinct ape, started to develop the psychological dispositions that made them capable of coöperation. Unlike the chimpanzees and bonobos of the dense forests around central Africa, our ancestors had to survive in exposed grasslands. Coöperating for mutual defense against our predators, and for collectively pursuing prey, was our way of compensating for our new vulnerability. Among the dispositions that emerged to help us get along, Sauer writes, was the capacity for altruistic behavior: “putting aside the interests of the individual in favour of a greater common good.”

In short, according to this theory, there was a competitive advantage for our species to cooperate. Today, when we're good, it's because we evolved that way. So, how do we explain wars? Or even closer to home, how do we explain the rancorous divisions in America's body politic?

Today's photo-of-the-day is from the ruins of Hierapolis, Turkey, a city that dates back to ancient Rome, and before that to ancient Greece, and even before that to peoples lost in the Iron Age. What drew everyone to this site then, and still does today, are the hot springs and the limestone terraces deposited by them. Even today tourists soak in the hot pools. The Romans went all out at Hierapolis, building a city that exceeded 100,000 inhabitants between 100-200 CE.

P.S. I first visited Hierapolis in 1977. It looked great then and it's even better today, if more crowded.

It's based on the City of Richardson's Health Department Restaurant Scores for last month. That is, not all restaurants are included in this ranking. Each month, different restaurants are visited by the Health Department. Only those visited last month are ranked here.

Today's photo-of-the-day is from the Hagia Sophia in Istanbul, Turkey. The Hagia Sophia is the last of three church buildings to be successively erected on the site by the Eastern Roman Empire. It was completed in AD 537. For almost a thousand years, it was the world's largest cathedral. It was converted to a mosque in 1453 after the fall of Constantinople to the Ottomans.

The photo shows a mosaic of the Virgin and Child from the south gallery. It dates from ca. 1118-1134. The full mosaic (not shown) has Emperor John II and Empress Irene of Hungary flanking the Virgin and Child.

Today's photo-of-the-day is from a caravanserai between Cappadocia and Konya in central Turkey. A caravanserai is an ancient roadside inn where travelers (caravaners) could rest and recover from the day's journey. This particular one is now used as a religious center that opens its doors for tourists to witness the sacred dance and prayer ritual known as the sema, performed by whirling dervishes, members of a Sufi Muslim religious order founded in the 13th century by Rumi, a Persian poet who believed that dance and music are a path to enlightenment. Accordingly, the dance and music are a religious ritual, not a "show". The audience doesn't clap. It's an altogether calming and moving experience.

A highlight of any tour is a hot air balloon ride at dawn over the other-worldly landscape. What a view. We were lucky not to miss it. We were in Cappadocia for three mornings. On the first, our scheduled balloon ascent was canceled because of wind — there wasn't enough of it. On the second morning, our rescheduled ascent was canceled because of rain. On the third morning, our departure from Cappadocia delayed to give us one final chance to ascend, everything worked out for a glorious balloon ride.

What Did We (Not) Learn from the Boil Water Notice

Richardson City Manager Don Magner read a memorandum to the City Council on December 16 titled "Boil Water Notice: Summary of Findings and Recommendations." I have three takeaways:

  1. To his credit, Magner admitted that individuals on City Staff made errors in judgment on the day of the event and he disciplined four individuals.
  2. Magner failed to assign blame for all of the "gaps in training and operational oversight" that contributed to the need for a BWN.
  3. There is still a five hour period in the timeline that deserves more investigation.

The City of Dallas just completed its own once-a-decade review of its City Charter. As homework, the Richardson Charter Review Commission ought to review the City of Dallas's work, certainly before concluding that no significant changes are needed to Richardson's Charter.

Council Recap: 7 Brew Drive-Thru Coffee

Corporate website: "7 Brew is so much more than just a coffee stand." What is the "so much more?" It isn't food. It isn't a sit-down restaurant. It's "service, speed, quality, energy and atmosphere." In other words, it's still a coffee stand, but one that customers allegedly love.

Yet on December 9, 2024, the Richardson City Council denied a request by 7 Brew to build a coffee stand on the south side of East Belt Line Rd between Plano Rd and Glenville Ave. The vote to deny was 5-2, with only Mayor Bob Dubey and Mayor Pro Tem voting to grant the permit. If this were a parliamentary democracy, I might say the leaders have lost the confidence of the body. But it's not a parliamentary system and a vote for a drive-thru is hardly consequential enough to be considered a "vote of no confidence" in the leaders. No need for any resignations, but there's a message there somewhere.

Today's photo-of-the-day is from the ruins of Hattusa, in central Turkey. Hattusa was the capital of the Hittite Empire in the late Bronze Age (c. 3300 — c. 1200 BCE). The remains of at least thirty-one temples survive at Hattusa. The Green Stone is a roughly cubic block of nephrite standing in the remains of the Great Temple. It is believed to have had some religious use or purpose, but what that may have been is unknown. The local inhabitants call the stone a "wish stone" and attribute to it magical wish-granting properties. It's amazing to me how little information remains of one of the world's largest empires of antiquity. And how people, even today, use magic to explain phenomena they don't understand.
