Does that mean the appointment of a new City Manager will, in fact, happen tonight? Your guess is as good as mine. Why would the rest of the City Council delegate to the Mayor the power to "negotiate and execute the terms of employment"? Even if the Council is willing to let the mayor act as point in negotiations, they should at least be in the room, providing oversight and accountability. I assume they would never delegate to the Mayor the power to do a performance evaluation of the City Manager. Why should they delegate to the Mayor the power to set the terms by which the City Manager will be evaluated?
